216 Capital is a Tunis-based venture capital firm founded in 2021 by Dhekra Khelifi, the first female general partner at a Tunisian VC fund, alongside Hassen Arfaoui. The firm focuses on pre-seed and seed-stage investments in diaspora-led and African startups, taking a generalist sector approach spanning fintech, HRTech, artificial intelligence, logistics, energy, healthcare, and e-commerce. 216 Capital's debut fund raised approximately $9.6 million, anchored by a $6.4 million commitment from Smart Capital's ANAVA Fund of Funds, and targets a portfolio of around 50 startups with typical check sizes between $100,000 and $250,000, averaging roughly €250,000 per deal. As of mid-2026, the firm has deployed capital into 15 to 22 companies. In September 2025, 216 Capital launched an accelerator program in partnership with Plug and Play, offering up to 20 Tunisian startups €50,000 in initial funding alongside structured mentorship. The firm is distinguished by its explicit focus on diaspora entrepreneurs: as Tunisian founders based in Europe themselves, the partners built 216 Capital specifically to help diaspora-led teams establish and scale operations from Tunisia, leveraging the country's research talent pool and competitive cost base. Beyond its original investments in eSteps, Logidoo, Arcube, Cynoia, and Actum Group, the firm's portfolio includes Deplike, Addvocate.AI, Talenteo, Juridoc, Winshot, Wattnow, My Easy Transfer, and Imaginario AI, spanning HRTech, legal tech, retail tech, and AI-powered tools.
