In-Q-Tel

In-Q-Tel is an Arlington, Virginia-based not-for-profit strategic investment firm established in 1999 by the Central Intelligence Agency to identify and invest in technology companies developing capabilities relevant to the intelligence community and national security missions of the CIA and other US government intelligence and defence agencies. The firm operates uniquely among entities in this directory in that its primary investment mandate is not financial return but strategic impact: identifying commercially developed technologies that can be adapted or licensed for government intelligence use, and helping government agencies access innovative capabilities more rapidly than traditional government procurement and development processes would allow. In-Q-Tel invests at Series A and Series B stages with initial checks from $1 million to $10 million, and provides portfolio companies with access to the CIA's technical expertise and requirements, which serves as a form of strategic validation and in some cases generates government revenue that accelerates commercial growth. Portfolio companies include Keyhole, the satellite imagery and mapping company whose technology formed the basis of Google Earth following Google's acquisition; Palantir Technologies, the data analytics and AI platform for government and enterprise that completed a NYSE direct listing in 2020; Recorded Future, the threat intelligence platform acquired by Mastercard for $2.65 billion in 2024; and SparkCognition, the AI analytics and cybersecurity platform. Beyond its original investments in Keyhole, Palantir, Recorded Future, and SparkCognition, the portfolio includes additional technology companies developing dual-use capabilities across cybersecurity, data analytics, geospatial intelligence, and materials science.
