Best Startup Grants and Non-Dilutive Funding Sources in 2026

by
Oluwadamilare Akinpelu

Every dollar of non-dilutive funding is a dollar that does not cost you equity. For early-stage founders, grants, credits, and government programmes are not a consolation prize for startups that cannot raise VC. They are a legitimate part of the capital stack, and some of the best-funded deep tech and science companies run them in parallel with institutional rounds.

The landscape splits into four main categories: government R&D grants, EU innovation programmes, cloud and infrastructure credits, and mission-specific grants for particular sectors or founder demographics. Here is what is available in 2026.

US federal R&D grants

SBIR and STTR

The Small Business Innovation Research and Small Business Technology Transfer programmes are the largest source of non-dilutive funding for technology startups in the United States. Eleven federal agencies participate, including the Department of Defence, the National Science Foundation, the National Institutes of Health, and the Department of Energy.

Phase I awards are designed for feasibility research and typically run up to $275,000 to $305,000, depending on the agency. Phase II awards for full R&D development can reach $2M to $2.5M. There is no equity component, no repayment, and no revenue share. The trade-off is time: applications are competitive, and the review process can take three to six months.

SBIR is the right fit for startups building technology with a plausible government application or grounded in scientific research. It is not designed for pure SaaS, marketplace, or consumer businesses.

NSF I-Corps

I-Corps is a National Science Foundation programme that provides $50,000 for customer discovery and commercialisation research over about seven weeks. It is designed for teams with a research or university background who are testing whether a technology can become a business. The award is small but fast, and the structured programme has helped many deep tech founders sharpen their go-to-market thinking before raising.

EU innovation programmes

EIC Accelerator

The European Innovation Council Accelerator is the primary EU-level grant for high-growth technology startups. In 2026, its total budget is EUR 634M, the largest allocation since the programme launched. The grant-only component offers up to EUR 2.5M per company, covering around 70% of eligible project costs. It targets innovations at roughly TRL 6 to 8: technology that is proven in a lab environment and being prepared for commercial deployment.

The application process starts with a short proposal that can be submitted at any time. Approved applicants move to a full proposal, followed by an interview with the EIC jury for the strongest candidates. Short proposals are evaluated on a rolling basis, which means starting early gives you more attempts within a funding cycle.

The EIC also offers an equity component (EIC Fund investment of EUR 0.5M to EUR 15M) alongside the grant, but that part is dilutive. Founders can apply for the grant-only track.

National programmes in the Nordics

For founders based in Sweden, Finland, or Norway, national innovation agencies are often the practical starting point before applying to EU-level programmes:

  • Vinnova (Sweden): funds early-stage product and technology development. Calls run throughout the year with awards typically from SEK 500,000 to SEK 5M.
  • Business Finland: funds R&D projects at up to 50% of eligible costs. Tesi co-invests equity alongside grant funding for Finnish startups.
  • Innovation Norway: funds technology development and international growth, particularly for climate and marine sectors, with programmes designed for companies at prototype through early revenue stages.

Cloud and infrastructure credits

For software startups, cloud credits are the fastest category to unlock and often the most immediately valuable. They reduce burn without requiring equity or debt, and most programmes are stackable with grants and other funding sources.

Programme Provider What you get Best for
AWS Activate Amazon Web Services Up to $100,000 in AWS credits All stages; apply via accelerator partner or AWS directly
Google for Startups Google Cloud Up to $350,000 in Cloud credits Seed to Series A; applied through the Google startup programme
Microsoft Founders Hub Microsoft Up to $150,000 in Azure credits plus GitHub and OpenAI access Pre-seed to seed; fast online application
NVIDIA Inception NVIDIA GPU compute credits plus technical support AI and ML startups at any stage

A startup building an AI product can run AWS Activate credits alongside an SBIR Phase I award and an EIC Accelerator grant without conflict. Stacking is the standard approach for founders who are serious about non-dilutive funding.

Mission-specific and sector grants

Mozilla Builders

Mozilla Builders offers non-dilutive grants from $25,000 to $250,000 for projects tied to privacy, security, open-source software, or AI safety. Applications are reviewed on a rolling basis. The programme is a good fit for developers building infrastructure or developer tools rather than consumer products.

DOE and climate grants

The US Department of Energy runs several grant programmes for energy technology startups, including the Small Business Vouchers programme and ARPA-E. Award sizes vary but can reach into the millions for hardware and energy systems. In Europe, the EIC Pathfinder programme offers up to EUR 4M for multidisciplinary research teams working on breakthrough technologies, with around EUR 262M allocated in 2026.

Grants for underrepresented founders

Several programmes specifically target founders from under-represented groups. These tend to run smaller awards but carry less competition than federal programmes:

  • Amber Grant for Women: $10,000 monthly award plus a $25,000 year-end grant for female founders. Rolling applications throughout the year.
  • Black Girl Ventures: pitch competitions with awards up to $10,000, plus community and mentorship access for Black and Brown female founders.
  • NBMBAA Scale-Up Pitch Challenge: up to $50,000 for Black founders, run annually by the National Black MBA Association.

How to build a non-dilutive stack

The founders who get the most from non-dilutive funding treat it as a stack rather than a single application. A common early-stage combination: Microsoft Founders Hub for cloud credits (fast, low-friction), NSF I-Corps for customer discovery funding, and an SBIR Phase I application running in parallel. For EU-based founders, Vinnova or Business Finland for early product development, with an EIC Accelerator application once the technology reaches TRL 5 or 6.

None of this replaces investor capital for hiring, go-to-market, and scale. But it can fund a prototype, a pilot, or a year of compute costs without touching your cap table. By the time you are ready to build a proper investor data room and run a formal raise, you will have cleaner numbers and stronger evidence of progress to show.

Use Pitchwise to manage the investor side of the process: deck sharing, open notifications, and data room access control. The same discipline of tracking every open conversation and following up at the right moment applies to grant applications as much as it does to VC outreach.

Frequently asked questions

Can I apply for grants and raise VC at the same time?

Yes, and most investors are fine with it. Non-dilutive funding reduces how much equity you need to sell to reach the same milestones, which is strictly positive for a founder's ownership. The one thing to flag: some government grants restrict commercial activity during the grant period, so check the terms before accepting an award.

Are startup grants taxable?

In most jurisdictions, yes. Federal grants in the US are generally taxable income for the business. EU grants may have specific tax treatment depending on the member state and how the award is structured. Run this by your accountant before you budget around a grant.

How competitive is the EIC Accelerator?

Very. Success rates at the full application stage are in the single digits. Most unsuccessful applicants describe it as comparable in difficulty to a competitive Series A process. That said, the short proposal stage has a higher pass rate, and many teams use it as a forcing function to sharpen their technology narrative even when they do not progress. Start early and treat it as a parallel track rather than a substitute for investor fundraising.

What should my data room include when applying to government grants?

Government grant applications typically require a technical description of the project, evidence of the team's expertise, a budget breakdown, and a market assessment. Most programmes have their own submission templates. Once you are running grant applications alongside investor diligence, the investor data room guide covers what institutional investors expect to see alongside the commercial documents.
